What does the District do?
Soil and Water Conservation Districts (SWCDs) have the primary responsibility of providing incentives for the voluntary implementation of conservation practices which address the improvement of soil and water resources. As such Virginia’s SWCDs have a dedicated role of administering the Commonwealth’s Virginia Agricultural Cost Share Program (VACS), which provides financial support to agricultural producers for the installation of best management practices (BMPs).
The Colonial SWCD also provides support to its local governments in the form of assistance in the adminstration of each localty’s Chesapeake Bay Preservation Act Ordinace. While Distict staff support local and state regulations, the Distict is not a regulatory agency.
